About the Role

We're seeking an experienced Quantity Surveyor to ensure on time and on cost delivery of our Seed Centre at RICA construction project that OAF is building in partnership with the Rwanda Insititute for Conservation Agriculture. The Seed Centre at RICA is a hands-on centre of excellence, providing B2B services which make it easier for Rwandan seed companies to succeed. Over the next 2 years we will construct over $6M USD // 8 Billion RWF of infrastructure at the RICA campus at their Bugesera site. The Quantity Surveyor will be vital to this process.

  • Reporting to the Construction Project Manager, you will be a mid-level (specialist) staff member working in our construction supervision team with site engineers, construction coordinators and procurement team.
  • You will manage project costs for the project, ensuring on time and within-budget delivery.
  • Important achievements will be optimized project costs, enhancing performance against budget and client satisfaction.
  • Delivering to success in this project will include measurable cost savings, accuracy in cost forecasts, successful contract negotiations.

Responsibilities

  • Develop bids for tenders for works, ensuring accuracy in pricing and meeting all technical requirements while staying updated on relevant market information.
  • Carry out takeoffs and prepare premeasured bills of quantities for accurate cost estimation.
  • Conduct market price surveys by liaising with manufacturers, suppliers, and dealers to ensure competitive pricing and meet project technical requirements.
  • Submit all contractual correspondences to contractors, consultants, and subcontractors promptly.
  • Manage contacts for external partners including consultants, contractors, and subcontractors ensuring compliance with project budget.
  • Build up rates for variation works purposes and future projects.
  • Prepare project materials, labor, and plant schedules in phase chronology.
  • Order and control materials for the project to maintain project efficiency.
  • Carry out proper and defendable site measurements of work done and variation orders.
  • Prepare cash flow schedules for projects to ensure smooth execution without financial hiccups.
  • Prepare progressive weekly financial reports on site activities and handle preparation of project communication and correspondences.
  • Review consultant, contractor, and subcontractor interim claims with the project manager to provide certificates for payments of completed works.
  • Prepare the penultimate and final accounts for projects in the final stages.

Qualifications

Across all roles, these are the general qualifications we look for. For this role specifically, you will have:

  • Minimum of 5 years of experience in Quantity Surveying on projects of similar or larger value ($6M USD/8B RWF)
  • Expertise in conducting detailed cost estimation and analysis for construction projects.
  • Successful project management experience with budgets and ensuring cost-effectiveness throughout project lifecycle.
  • Secure favorable contracts with suppliers, subcontractors, and consultants.
  • Proficiency in preparing bills of quantities and tender documents.
  • Experience conducting market price surveys and staying updated on industry trends to ensure competitive pricing.
  • Financial risk management associated with construction projects.
  • Collaborate with project partners.
  • Familiarity with relevant regulations and standards governing construction projects.
  • Proficient in relevant software tools for quantity surveying and project management.
